Initial fee

Hi guys, I'm starting 2nd season, just got promoted from league 1 to championship in England and I'm trying to snap up some young players on loan, who are listed on loan, but every single one of them I have to pay initial fee, why is that, and will it change?

No I tried (Tottenham are my feeder club) and they also want 100-300k for their players
