Injury Editing

First Time ive used the editor, so excuse me if im a bit n00bish

Okay just a quick couple of questions about editing the Injuries in the game.

First off, ive noticed some injuries on the game (i.e. Serious Viral Infection) have an occurance ratio of 0.00...Im assuming that means that the injury wont occur?

What is the lowest occurance ratio you can get...Can you go lower than 0.01?

And last but not least, What is the Inactive Ratio? what does that do?

im no expert. but for every other stat on the game a zero rating means random.
