The AI is definitely wacky when it comes to transfer values, so I do see a lot of AI teams handing out ridiculous wages and demanding obscene fees. That being said, you can lower the price of a player quite a bit by unsettling them through the media. Declare a player is your target, make repeated lowball offers. Eventually they'll demand a transfer and the asking price will be much lower than before.
