Is there even an editor?

Hi guys
I have tried for a while now to find the editor but i can´t for the love of me locate it. It says in another thread where to find it, but when i went to the place the thread refered to i didn´t find the editor.
Can it be that the editor just isn´t included anymore?

You have to install it through steam

Its in tools or something cant remember where exactly
