It will run it, but i doubt you'll be run many leagues and nations due to the lack of processor power. RAM is fine, HDD is fine, Graphics card should be able to run the 3D at low quality.
It all depends on what kind of Football Manager save you would like, would you like a save with a fair few nations and leagues loaded? If so, then you may want an Intel i3 at the minimum.
If you want only a couple of leagues and nations loaded then the one you have listed should be sufficient.
