Issue with the Data Editor Continental Cups...

I have been trying to create the Atlantic League, but it keeps coming up with a message, "Qualification system uses Belgian Pro League but does not contain any rules for it", despite me adding on places 1st to 4th, and registering the teams for the 10/11 season.

Am I going wrong here, or is the editor not working?
