Issues with Improving Nation Youth Rating and Recruitment

I made a custom league trying to remake the old soviet union football system. I also wanted to do a GoldenFM style experiment where I improve the youth rating of the ex-soviet countries and youth facilities of the league clubs to see how dominant the league could get after some simming.

I maxed out each country’s youth rating and game importance.
Gave every club maxed youth facilities and a good HOYD.
Increased reputation of clubs and nations.

After decades of simming and literally hundreds of resets, the clubs just aren’t producing any good players. It’s a huge league structure with 14 nations and over 2000 clubs that have been maxed out. Is having too many clubs affecting the simulation? Is having so many clubs with 20 youth recruitment causing a shift downward in talent? I've had success doing similar experiments this year on smaller scales so I'm unsure what's going on tbh.

Anyone else had any problems like this?
