Junior Coaching & Youth Recruitment

My board isn't even giving me the option to ask to improve Junior Coaching and Youth Recruitment, i've been at Barnet a fair few years now, won 2 leagues and 2 champs league, they may have been improved a bit in the past but i can't remember fully..

Any advice on how i can improve it please? i did download the editor and changed it myself but then felt bad as i hate cheating on the game so i changed it back..

Guessing here, Change your philosophies to "Bringing in youth and signing youth for first team" then ask as it's part of the philosophies they normally accept the request.

Done that, still not giving me the option for Junior Coaching and now giving the cut back option on youth recruitment lol, strange

By any means aren't they maxed? Can you SS your infrastructures page so we can see at what level they are?
