I was just wondering that if I was managing a team from say India or hong kong for example, and I was able to upgrade the facilities of everything to state of the art....

Would the team start producing world class players?

I dont think so, its got more to do with the League/Nations reputation

you might get one per year if you have state of the art etc, however, I don't think it will happen! not as much as if you were in Belgium/Sweden etc :)

I still in all my years have yet to get a World class player appearing in my youth intake, not once!
 
Its unlikely you would be able to sustain world class youth facilities in a country like india as they just cot too much to run. There was a guy doing a story of a team in Belarus 3rd division that has state of the art youth facilities and he was just leaking money like drain.

You would also need to expand your youth intake to have a chance to get any potential worldies
