Ramsey has a huge fixed pa, so he's the best option.

Ramsey is a better all rounder. He's better in every way in game and irl, hence he has a high fixed pa. Ramsey develops better than this in game. I may post a better screenie when I'm near my computer later.

See the part which says "I PREFER KOVACIC PERSONALLY" it does not say that KOVACIC is more ALL ROUND than RAMSEY.
