Lack of quality midfielders

So I am just staring my 3rd season with Man U. I am looking around for good midfielders as Fletcher is too old and inconsistant, Ramsey has been useless (both season I've had him he has picked up a 4 and 6 month injury and now his stats are way down and he's 24). I have Javi Martinez who's attitude sucks and doesn't get an average rating over 7 and I also have Phil Jones playing as ball winning midfielder and he is carving up. My youth players aren't good enough to start at these spots yet.

There are certainly better players out there, I have looked at Marchisio, Arturo Vidal, Sandro, Kroos pretty much every big team - none of these guys are gonna sell for less than 60-70 million and don't want to come enough for me to unsettle them.

The rest wont come to me at all despite winning back to back champions leagues, the premier league once and the FA cup and Capital One cup once (and world club comp plus super cup ect). Club is rated number 2 in the world.

Oskar Hiljemark mate, really good, determined team player with insane playmaking capabilities, if you are looking for a ball winning type maybe Lucas Leiva (if he would join you) or even Wanyama from my team

What about Wilshere? I know he is exspensive and you said you don't want to pay the £40-50m kind of prices, but he can be one of the best CM's on the game for about 10 years!

But your best bet would be regens.... being 3 years in their should be some top-quality ones by now!!

You have Witsel, Mountinho, Ganso, Verrati, and Cleverly, which in my save game stole the spot from a guy named Wilshere...

I would put a regen since they are in their 2nd season and could not be ready for such a big team (i presume you are United).

For BWM, you could try Allen from Liverpool, Kara if work permit lets you, Fernando from Porto and i can't remember more.

In my liverpool save i got dzagoev in first season for free and sold him for 12.5 mil so i would definetly get him in on a free and after i sold him i brought in isco who fell short of my exspectations but hes young so i still got him in and around team. At the start of my 3rd season ander herrera came available from real madrid for 10mil so i snapped him up and in first 5 games hes scored 4 and assist 7 now my strikers r doumbia suarez and borini and i know the should be scoring alot my herrera is just a magician in the cam role.

Vidal would be a great choice! also Mohamed Sissoko was outstanding for me give these a try!
