Linking leagues together

I am trying to make dream leagues, i have made the four divisions and they are all in the same nation etc, but when i test the nation rules it tells me there is nowhere for the '1st division's relegated teams' to go. How do i link one league to another?

you go on nation rules and add them one under the other with division 1 at the top and 4 at the bottom. then they should find each other.

But when i do that it doesn't allow me to choose the amount of promotion places as it says there is nowhere for the top divisions teams to go to, but i don't want that league having teams promoted.
