What type of winger do you want?
For an out and out winger Elia for 15mil is probably the best without paying 30+ mil.
For an inside forward Mata is probably the best with his brilliant finishing and ability to run through people but yeah 32-36mil for mata.

Antoine Griezmann (R. Sociedad) will turn out world class. If he's too young for your liking, Michel Bastos (Olympique Lyonnais) might be worth checking out.
None of those players will be available for 10 mil though, so if you're looking for a cheaper alternative, have a look at Dnipro's Eugene Konoplyanka. He's a good prospect, too.
