Liverpool's 21.5 mil budget

As said in the title, I am trying to get some good transfers in for Liverpool but 21.5 mil is honestly quite a low amount for such a big team..
I want a mc like Henderson but not Telemans or Lucas Romero because I used them in my last save
I am trying to get another cam in case countiho was injured.. Or you guys can introduce some young cams that are good in Liverpool to use as a backup.

I am planning to sell : toure, Enrique, Allen, Lucas Leiva

Any advice? E.g who else to sell or which position need more player in Liverpool etc
