Loan-listing youth players

Is it normal that I can't loan-list players under the age of 18? It's annoying.

If they are on a youth contract then I don't think you can loan them, not until they sign professional contract

Depends on the nation rules as well, South America you cant only in country, there are a few rules on age, contract in most countries.
