Loaning players to unloaded teams: really that bad?

today i started a new save as San Marino on italian serie C2-B, but the thing is i practically didnt load leagues with a lower level than serie C2-B (my bad:@) so when i try to send youngsters down on loan i get offers from unloaded teams, so my question is, is it really that bad? they dont develop well at all? or they do at some range?
 
It all matters on the clubs training facilities to if they improve and them being low they would only be able to give first team experiance,
