Loaning Players

Well i've looked around and can't find anything so here is my question:

Why do i have to pay clubs to sign a player on loan?

you only have to pay when your in the prem if your in lower leagues ull get them free the only reason i got 3 successive promotions with notts county is coz i snapped up some insanely good loans,
albin ekdal from juve
abel hernandez from palermo
nemanja matic from chelsea
sturridge from chelsea
wilshere from arsenal the list go's on just look harder

Well i'm hibs and tried to get wilshere and they wanted 350k!

yeah im hamilton accies and everton want 650k for jose baxter on loan. i cant get any loans because of this. i spent all of my 75k bdget on gary deegen from ireland. i cant even loan from a parent club as hamilton are ''too big in stature to be a feeder club''

Seems to be an increasing thing amongst clubs in the higher tiers.
It's annoying, however I managed to get £1m from loaning out David N'Gog to PSG : )
