Loaning quick question

Sup lads

So just started a new save with norwich with the trans. update and ticked the box which dont allow the first window transfers but does this mean loans aswell. I have a £40k wage budget but when i try and pay a club 100% of his wages which in some cases is only a few k' it says i dont have the funds? There is a monthly fee as well. Other clubs have been loaning so its not like they just stop all transfers.

Its probably because they haven't paid a monthly fee? Im sure the monthly fee comes out the transfer budget, i tend not to loan players, but im 99% sure on this one.

Yep, loan fees come from transfer budget. Without fees, loans should still be allowed.
