lowest possible division?

What is lowest possible division you can manage, country doesn't matter. I know of English level 12 but i'm curious is there any that goes even further?

England is probably the lowest to be honest, can't see any other countries going that low, although I know England does go down to Level 24 in real life. (Mid-Sussex Football League Division 11)
