Lowish top league team

So i want to start a new save with a team who is in the top league for there country but not england

I want the team to be not a title challenger team but so i can make them someone who can challenge for title so would be good to have a low team but big transfer budget

Dude, you can just check the media prediction of every team in the league and pick a team that fits your criteria
