'Make Offer' And 'Suggest Terms' - What's The Difference?

When offering for a player, I get the options to 'Make Offer' and 'Suggest Terms'. I was just wondering what the difference was.

Suggest will give you an immediate response and the chance to re-bid straightaway. Make Offer is the same as in FM13

I feel that it is similar to the contract negotiations.

I think of it like you were actually negotiating face to face with the other teams chairman, rather than submitting a bid.
