Making Unavailable Nations Playable

Hi guys,

I was wondering if someone could help - I want to make nations like Monaco, Crimea, Pays Basque etc come up as nations when I boot up FM (ie playable or at least viewable). Anyone know how I go about this, as I don't seem to be about to make them join a continent or whatnot?
