Man City - Lack of Goals

Started a new save with Man City, using Mou's 4-2-3-1 tactic.

played 14 league games and only scored 23 goals.

creating 15-20 chances per game but still can't seem to score, in particular my strikers.

dzeko - 17 games - 4 goals
lorente - 13 - 0
aguero - 21 - 3
tevez - 21 - 9
sanogo - 6 - 0

as you can see all of my strikers are struggling to score.

any suggestions as to how to improve this or should there be a change of tactic?

try they goals galore tactic thats there, always produces goals and successfull seasons for me.....

If you want some tactics, use these, i've used them for the last like 13 years, club level and country and i've won everything, had a player score 130/140/147/120 goals and even had a player get 90 assists in one season with these
