Managing Somalia

I'm trying to manage Somalia on FM12 but I can't seem to load them up. I have the Somali Football League loaded up, and I've set the custom database to include all African players, but even though I have the option to manage even Reunion I cant manage Somalia. Can anyone help??

Specifically load all players of Somalian nationality? Other than that I got nothing.
