Managing your U21 and U19 squads

I am managing Liverpool and generally have a few decent youth players. Also I really like to introduce talent from within rather than spend the money. I asked my head of youth to deal with U21 + U19 loans and pretty much 90% of my reserve squad has been loaned out. I check the loans, make sure they're going to get first team opportunities in the position I want them to but they never seem to come back a great deal better. Would it be better just loaning out 1 or 2 who are on the cusp of first team football and leaving everyone else in my U21 team or is lower league first team football the best way to improve them as players?
 
I've found on this years version loans rarely help. A player seems to develop more for me (Arsenal) training using my elite facilities rather than playing a season in League 1 for example. That's just me, might be different for someone else.
 
yeah what malin said, basically if you're loaning don't just loan to anyone who offers, check their facilities cause you're more likely to develop more at lyon than at wycombe. It is hard to get good teams offering for your youth/regens that have just turned 17 but there are teams in the lower leagues that have good training facilities & youth
