Match preparation workload

How can I reduce match preparation workload? It's always set on Average. I drag the slider to low or very low, then continue the game. When I enter the match preparation screen next time, the slider is on Average again. 30% is too much and I doubt players will get enough scheduled training for their development (see screenshot below).
