Maximising youth development

I am currently Blackburn Rovers in my 2nd season and have some quality regens in my side. The players in question are 15/16 y/o. My u18 training is 4* in all categories and the players in question are 4.5*/5* potential.

What I want to know is, is it better to keep such youth in my u18s, where they will receive good training and play in the u18 league, as they aren't quite cut for the Prem just yet, or is it more beneficial to loan them to lower league sides with obviously poorer coaching and facilities, but with the bonus of playing in a more competitive league?

One of my players was signed with a loan back clause, I feel he will develop better there as he is getting Liga Adelante experience at a good team (Tenerife), but I am not sure the others will be lucky enough to compete in such a good league regularly.
 
It really depends on your youth facilities, if they are better than the standard of the loan club's full training facilities then keep them at your club and use them at the end of games you are winning (or my favourite baptism of fire- games you a losing beyond return) and in the cups.
On the other hand, if your player has low determination and is 18+, he is unlikely to make it anyway so loaning him out increases his reputation, experience and therfore resale value.

Also tutoring is godly.
 
I have 4+ stars in all my U18 coaching categories, but I still prefer to move my players up to the first team (yes, even those aged 15). The reason is that my first team coaches are all 4.5+ stars. So I make them available for the U21 team, and I can use them as third choices in their positions and give them some playing time in unimportant matches/Capital One Cup.

My personal experience is that even when loaned out to a good team with good facilities where the player gets playing time, they still don't develop as much as when I'm doing the developing myself - selecting tutors and selecting training schedule. But I still loan players out if I'm 100% certain I won't be able to give them any first team playing time at all. In that case I only accept offers where the player is given a key role.
 
My only issue is I don't have any better coaching in my first team so it doesn't make much difference. I am pretty much 4* across the board. Don't quite have the rep/facilities/finances to get 5* coaches just yet. Also my inability to be able to put some coaches onto coaching courses is a tad infuriating.
