Missing German Players

Guys how do i find the ' inc ' file? I used to be able to delete that under updates tp get the real german and japanese players but cant seem to find it this time around. Any solutions?

I also have an inquiry about this: if you were to delete the files, when steam updates or patches the game will the files return?

If they do, will I have to restart the whole save when I delete the files to enable the German and Japanese players again?
