I m looking data base for MLS league with new rules
without squad salary wage limit

I do not know to do it well....

I tried on FM 2010 but it wasn"t good

All you should have to do is create a new league based in america. Class it as domestic top division and swap all clubs from the mls to the new league. Copy the dates that the league plays on and the prize money and that should be enough.
