Moving older players to -21 ?

Hey everyone,

I've been playing a couple of weeks now and got sacked at my first managerjob when coaching Düsseldorf because of bad results. Now I got a job at a semi-pro team in the Belgian 2nd division. I've got an A-team, U-21 and U-19. My main team consists now of a great amount of 22 or 23 year old players. To much that is. I was wondering how it is possible that I could at a 22 year old player to the U-21's? I could do that which I don't understand. :s
 
I think players over 21 are still eligible for U-21's if they were 21 or under when a certain tournament started. Don't hold me to that though!
 
If you put them in the team when they aren't eligible I think they just rot there.
 
Another weird thing...I get 0 euros of transfer fee but I can still buy players? What's that about?
 
Why do certain teams have a U23 and other a 2nd team ? I mean I could understand it if it were teams in different leagues / countries. But if you check in german 3rd tier, some teams have a 2nd team like "Braunschweig II" and others have a U23 like "Saarbrücken U23"
