Multiple B Teams - Help?

How would I go about making a team with up to 20 B teams?

On the editor when it says 'Reserve Teams' - I forgot on which page, but I would imagine you add 20 there, hope this works!

I'm kind of struggling with it. When I start the game only 4/5 teams are actually sub teams of my main club. All other teams it seems i can have any bid accepted but the player still has the option to turn down the move
