My friend has used the in-game editor for 178 times but i dont actually know if hes actually cheating.

So im in my Sunderland save and he's playing petersborough and here are some details:
he enabled the in-game editor
he said he only used it to bring in youssoufa moukoko and the game said it contains 89 changes
his budget was not more than 300k
He brought in janjatovic who has 20 free kick taking (don't know if he changed any stats)
he went to vaduz (in the swiss league) and then resigned saying he was scouting
he signed giovani reyna on a free claiming dortmund released him although he has more than 1 year left on the contract
he loaned reece james without paying for anything
he has 700k scouting budget
Reyna is being paid 1.5k a week
and this is the 20/21 season


Is he cheating and how can I call him out?

P.S he was willing to release reece james and reyna because he said I sounded like I was suspicious of him (well i am)
