Does anyone know what the "ratings" field does in regards to setting transfer preferences?
there are - and + values.
For instance, Germany has italy as a -2 value and France has -2 values for about 20 different nations and Spain has Mexico at -2.
Does this mean they will avoid signing players from these nations?
Just saw where Italy has England at a value of 12.
I'm trying to get some of these bigger European nations to scout Africa better and make more african signings; but I have no idea how to do it since these "rating" values are all over the place.
I hope someone can educate me
