national team tactic familiarity...

I've been manager of England for over a year now yet the tactic familiarity bar is pretty much empty. I only have one tactic and use tactics only for match prep.

I don't make many changes during squads maybe 5 players at the very max. normally one or two.
Why is it always so low?

Is it because they forget it like they do with their clubs in pre-season?
Or is it to do with what they're used to at their clubs?
