Have Guilavogui right now but he hasnt developed as well as I hoped. I can get Simao for around 8m- Does he look any better?

Went after Romulo and Rani Khedira, and they wanted 105k and 135k in wages, respectively.
 
I don't know what kind of money you have, but if you're lucky Sergi Samper should be cheap.
 
Hire scout that has judging PA and CA 20. Go to all the countries that usually produces super stars. Go to their under 23,21 and 19 team and scout all the DMs.
You will likely find a DM that will leave the DMs that you have mentioned in the dust.
 
Lucas Silva is at PSG, and Sergi Samper is at Bayern

Ill probably do that million, sounds like the best idea
 
Yannick Gerhardt has performed well for me at watford.
 
Ended up getting Krygiakos from Atletico- Heard fantastic things about him as a DM
