Need help with making regional divisions

Ok i'm new to editing and I need to know how to edit Australia so that the A-league is on top and then have 4 of the state leagues each get one promotion spot into the A-league with 4 teams getting relegated. I'll probably add the melbourne heart and another team (probably a sydney team) so it will have 12 A-league teams.

So yeah simple steps would be greatly appreciated.

use boundaries using local maps for the regional ones. australia is a hard one, you may have to extend the boundaries into other states as Tasmania don't have a league i think
