Not by default. There was a post from earlier in the week explaining how to set up a config for this.

are you able to make them?

yes. people use photoshop to make them. you can download templates from this forum or you can request a kit from one of the kitmakers on the forum.
once you have 10 forum postings, i highly recommend hermanchides.

also do you get new kit sponsers and kit makers like nike and puma.

In game, you'll get an e-mail saying the club has a new shirt sponsor for X years and X dollars. It won't mention a sponsor by name, just that there's a new one. Therefore, when designing or requesting a kit, it's completely up to you what to choose.
