To run FM you need at least 2.4GHz and preferably 2.7

I think 4 gigs of RAM won't be enough to run it. Imagine, win 7, win8 and 8.1 will eat up a massive amount (~1, 1.5 GB) from your ram and will leave you an amount of 2.5, maximum 3 gigs to run FM.

Even if you select only one or two leagues to see and be able to manage, the processing time, matches (2D only) will be slow.

And regarding the CPU, if I were you I would go for a quad-core CPU (Q6600 for example, great processor costs pocket money basically).
