Probably waiting, they wouldn't be able to change the year of the game starting so it would be odd having the teams in the different Leagues in the beginning. Besides, if new patches are made it would be less incentive to purchase FM10 and so SI would lose money.
There won't be an official 9.4.0 patch released by SI, they will wait until FM10, but green14 is making his own, which will be available after today's Championship play-off final has been decided.
