New players for Everton 2nd Season

Just finished my 1st season with Everton, pretty successful, 5th in league and won the carling cup. I have been given a budget of £15m. I can probably get more by fiddling with season expectation and selling a couple of players.

Players i'm seriously considering:

Papiss Cisse - Freiburg have been relegated, they want £12m which I think is pretty good for him
Cesar Azpilicueta - They only want £5m!

This would be all my money, and I could really do with 2 new strikers. I just thought these are amazing prices.

I could easily manage without azpilicueta, then i could get another decent striker in, but £5m is a steal!!!

What do I do?

1st season I got Ruben Yterrgard Jensen for £1.1m, Andile Jali for £350k.
No one really wanted Bily cos I never played him, so only got £4m
2nd Season - Felix Bastians and Angelo Ogbonna free.

Decided to take a plunge and got Cisse for £12.5, as well as Eduardo (Shakhtar) on loan. For some reason Azpilicueta went back up in price and they wanted £10m so I left him. Just got Nathaniel Clyne for £1.3m, just because i like him and gives good depth for RB. Gonna try and get Fernando Belluschi on loan as well. Thinking I'm gonna leave it as that and put the rest of my money into wages to improve my finances.
