Having some problems with getting a new stadium in my Bolton game.

As you can see from the screenshot a new stadium was agreed by my old chairman in 2019 with a planning period of one year. It is now 2021 and I have heard nothing of a new stadium and the new stadium option keeps appearing in the board room requests (which the chairman keeps rejecting).
The new stadium was agreed by my previous chairman and a new chairman came to the club during the planning stage.
I have like £400 million in the bank, so I dont think finance can be an issue. I also sell out my stadium every home game in every competion.
Has anyone else experienced this problem?
