This club is currently in creation and going to join the MLS next year, Is it possible to add this in the game as is? ie, with minor staff and no players with league joining date of next season (can it be addded to the next season teams list in competitions?)

or would it have to be a league active club from game start date?​

Go to MLS in the Data Editor and then head towards the "Teams For Next Season". You can add New York City F.C. there.
