Need a CAM for Newcastle to play in the attacking midfielder role. I currently have 22M transfer budget, but I don't want to spend the whole lot.

Had a bid accepted for Isco, but he wanted 75K+ in wages and I wasn't prepared to give him that, so left negotiations. I've bought Wellington Nem but I'm not quite sure if he's ready for first team football currently.

Alan Dzagoev/Dario Conca/Jorge Valdivia/Adam Maher/Wijnaldum/Ilicic/Alex (free) Walter Montillo (low wages as well)
Willian/Erik Lamela/Coutinho/Abdel Barrada/Sammir/Kovacic

Ben Arfa? Could play him there, then bring in a right winger, Schellotto from Atalanta would be a good choice, can get him for about 9mil. Gaitan from Benfica usually gets transfer listed as well, so he can be an option.

I'd look at Alex as a free transfer, he's good enough to start regularly, but is at the age where he won't hinder Nem's progress.

The above suggestions seem ample, but I would just like to add that Wellington Nem is indeed ready to feature regularly for the first-team squad. I am also managing Newcastle and Wellington Nem was fantastic on the left and right flanks - He has been even better during the second season, although he did have a brief slump for a couple of weeks. I don't play with a CAM, but I would confidently start Wellington Nem in that position and keep Ben Arfa on the right wing, as it's his preferred position. Still, it would be a good idea to purchase a CAM (it seems as though you're already set on that anyway :P)... I would suggest Adyran (very young, but will turn into a star for just 875k) or, as already suggested, Alex (free).
