No Aproach to Sign Option?

Hi, some of the players im after now only have 2 or 3 months left before they are out of contract.

The problem is they still dont have the "Aproach to sign option", you can only make a bid.Is this some sort of bug or is there some sort of clause in there current contracts?

Sometimes u cannot sign players from some leagues when u are in a particular league. example. u cannot sign a player playing in england when u are an english club. but u can sign someone from spain

English rules are that you can only make a non-contract agreement something like 5 weeks before the contract ends. Forgot the exact number of days but it's a lot less than 3 months.
