No Transfer Budget

I don't know if it's since the update but for some reason every team I have tried to play with have no transder budget, PSG, Man City, Man United, Chelsea, a number of Championship team who used to have money now have no money to spend, is this just me? If not then why have they done this?

Is There not an option to allow transfer budgets in the first window when your setting up leagues at start of game?
