Non-EU players limit question

I am playing Serie A and the rule regarding non-EU players is that I am only allowed to sign 2 a year. Does this apply to signing for my under 20 team? The player I am interested in is 16.

It would include yes as you will sign them when they turn pro. If in Italy then check if they have dual nationality anyway.

I would assume if they are Argentine and playing for Parma and you sign them it would also include them as a foreign even thou in the same league.
