Norway Reserve sides

Hello, I'm playing Tonsberg in Norway, their reserve side Tonsberg 2 does not have a league to play in I have the top three leagues active which is the maximum the game allows do I need to wait for then to be randomly promoted or is it possible to use the editor to add them one off the lower leagues in Norway?
