Not Hiring?

Does anybody know why the person who i've selected to 'Hires/Fires all other staff' isn't hiring any coaches, fitness coaches etc?

Half of my backroom staff contacts run out in 5 months and nobody is offering them contracts?

What should I do?

I suppose it might be easier, but i've never done it before. I'd probably be able to get better coaches as well. Ta for the reply!
