Put him in your first team and play him regularly till 28ish then loan him to other clubs to get more experience then put him in your reserves till he finally passes away.
 
play him in the U19s until he's 20 then loan him to other clubs and when he's 24 play him in the first team.
 
Nah put him in reserves/u18, tutor him then loan him once hes old enough. Depends how quickly he develops, put him on the subs when hes 18/19 give him some games if you got a small squad if not keep him loaned out for couple seasons so he gets regular games.

Worst answer ever, assuming you mean 28 years old

I normally play them in cup games/ bring them on when heavily winning until they're around 19/20, then slowly bring them in against weaker opposition and by the time they're 21/22 they're wonderkids or at least as good as they can be. Loaning them out just gets them accustomed to another style of football so I don't bother unless I don't care about them (i.e **** potential but good enough for resale)
 
Depends how he develops. If he keeps scoring for fun in U18 when he's 16/17 then next season loan him to a League 1/2 club for season and if he does well next season Championship club or Lower Prem ( Only if he was great in previous loan spell ) Also tutor him before sending him on loan.

Always remember to send him to a club where they say he would become important first team player.
 
Under 19's (with a tutor)
Get a lower level prem club as a feeder club then send on loan there for a season (I've got Wigan on mine)
Play smaller games/reserve games (league cup, FA cup, cham league group stage if already qualified etc) for a season.
Play 2 or 3 games on the trot then rest for 2 games. Rinse and repeat.

By 24-25 he'll be the best he can be.
 
Keep him in your U18 team, however in the league cup bring him into the first team. Also put him on a specific training regime and get him tutored by RVP or Fabregas (if available). When he's about 18/19 put him on your first team however make him available for the reserves. If you want to loan him out you've got to remember that that they put him on a general regime and your training schedule doesn't work for him until he's back from loan. At about 20 start using him in your first team as an impact sub or as a regular.
 
put him in under 19s and make him available for reserves while being tutored by van persie or someone similar then when he starts improving bring him to your first team start him in cup games against rubbish teams and gradually sub him on an bring him into the team.
 
Put him in the first team and make him available for reserves and U18, give him the odd 10-15 mins in easy games, he should start to improve till you can make him a cup regular in a year or 2, then just work him slowly into your first team
