Especially when you're managing medium-lowish leagues (around league 1) and you can't afford many players - you scout out a player and see he would be fantastic for your team and would be interested in joining.
So maybe you offer his current team as much as you can afford but it isn't enough. Then you have no choice but to put him on your shortlist ready to offer him a contract as soon as you can. Then suddenly some foreign team offers a contract and he accepts before you can even approach to sign him.
